Between 1805 and 1833, the georgia government used this system to distribute land in the interior of the state; eligible contestants bought a ticket that gave them a chance to win a tract of land.

The system is the Georgia Land Lotteries. The process was very simple, qualifying citizens were able to register their names in their country of residence and subsequently the names were sent to the Governor's office. All the names were copied in papers and placed in a wheel where chance determined the winner. The winner could be the owner of the land that could be from 40 acres (0.2 km2) to 490 acres (2.0 km2). In total, 8 lotteries were held from 1805 to 1833.

i'm not sure what you are asking, but it also served as a debtors colony, was ran by the trustees for 20 years until becoming a royal colony, and people had restrictions such as no slaves, and only 50 acres of land per person/ hope this !
