Propose three ways in which the government can ensure that the it offers is received only by the people who are in need

- The government could create an institution that specifically collects financial data from it's citizen, to determine which families actually need the help or not.
- The government could require the citizen to make a mandatory report about the expense that they spend from the aid.
- The government could create an awareness through advertising to persuade the one who have enough income to self-consciously not use the help

Currently, as of february 2016, an american traveling in france would be by the exchange rate. the weakness of the euro and the strength of the us dollar means that items in france cost less to an american than they otherwise would. of course, if this trend reverses and the us dollar weakens and the euro strengthens, such as was happening in early 2008, an american traveling in france would have an adverse experience because items would cost relatively more.
