the first number is the x number which on the graph is the horizontal line and the second number is the y number which on the graph is vertical.

So now for example you take -4,-9.

To make it easy move the dot to the center or the (0,0) cords. Then follow the numbers. When you start on the zero cord you will look at the numbers, it says -4 so drag the dot 4 units to the left where the line says -4. Then drag it down 9 units so its on the cords. Hope this helps!!
