They managed to keep up with modernization in order to maintain the wealth of the Empire, while keeping the traditional traits of the country by having a marked bureaucracy – which was necessary in order to accomplish the necessary changes – and re-establishing economic principales (based on agriculture), the military bases, and the culture.
