Hitler achieved power in Germany by being a very proud and vocal figure, during a time where Germany was struggling massively.  Post world war one Germany was in a very strange place, its people and its identity had been washed away infront of them. I say it wasn't terror, but it was actually Hitler's energy, planning and patience that allowed him to take power. Hitler's rise to power was perfectly timed seeing as there was a vacuum in power. (no strong leader)

the tariff was created to protect industry in the northern part of the united states. industries in the north were being driven out of business by imported goods that were priced at a low rate. the goal was to protect these industries   by taxing the goods.
