The Nuclear Regulatory Commission licenses and regulates the use of nuclear energy to protect health, safety, and the environment. It also sets rules and standards for nuclear reactors, facilities, and waste materials. These are important issues to U. S. citizens. Why is it most effective for this to be handled by a regulatory commission instead of by Congress?
