According to the 1787 Constitution: 1. The president would have a veto over acts of Congress, subject to be overridden by a two-thirds vote in each house, was named commander in chief of the armed forces, and responsible for the execution of the laws. 2. The president could make treaties with the advice and consent of two-thirds of the Senate and has the power to appoint diplomats, judges, and other officers with the consent of a majority of the Senate. 3. The president was to annually report on the state of the nation and was authorized to to recommend legislation.
