In 1988, President Ronald Reagan gave a speech at Moscow State University. Although he was addressing students
there, his speech was broadcast throughout the Soviet
Union. This marked the first time in history that an American
president had been able to speak directly to the Soviet
people. This event took place during a time of great

collapse of the old Soviet state.
