The main purpose of this section is to highlight the fact that power lies in the hands of the people.The people in this case  the Americans, could take back power from the British government which was not meeting their needs.

Explanation:

The American Declaration of Independence was formed by Thomas Jefferson in 1776 to explain reasons why the Americans had to revolt against the British government. The Declaration stipulated how the government was to be run as well as the principles that were to guide governance. After stating that the government was to get its powers from the consent of the governed, the section above then followed.

This section served to highlight the fact that the  people had the power to take back governance from any government that does not live up to  the goal of ensuring the happiness and security of the people. The British government according to this declaration was not living up to the standards and so, the Americans sought to take back power from them.
