We have heard things , “the pen is mightier than the sword” what literary device is used here ? what does it really mean and how does it apply to george orwell and to other political/ social

It was used as a way to show power with words rather then fighting. It was used during wars to get the point across in a more intellectual way which in those days were a sign of great power.
