The 17-million-acre Tongass is the largest national forest in the U. S. and one of the world's few remaining old-growth temperate rain forests. Salmon spawn in such abundance that the rivers run red, brown bears fish with their cubs just a few hundred yards from visitors, bald eagles fly overhead, and this area is the only home of the Alexander Archipelago wolf. The Roadless Rule, enacted by President Clinton in 2001, was designed to protect wilderness areas like the Tongass. This Rule is designed to address all BUT ONE of these environmental concerns.
