Why did president mckinley downplay repeated concessions by the spanish government in making his request for war?

The reason President McKinley did this was because most Americans supported a war against Spain and McKinley needed this support.

McKinley knew that most Americans wanted to go to war with Spain and so he refused to negotiate with the Spanish so as not to lose support.
