In recent years, what has been the general focus of texas's criminal justice system's policies?

The court system has the legal authority to the make the rules of civil procedure, however, these rules often conflict with the rules of the State Bar of Texas.  May not conflict with any general laws of the state.  Often do conflict with the general laws of the state.
