I personally would say the British.

(1) - There were far more loyalist in Georgia than Patriots

(2) - The British Governor even returned to Georgia and it became the only colony to be restored to Allegiance to the British Crown.

Explanation:

Most of Georgia from the beginning was very loyalist, (Especially the Upper Class Resident's who wanted to keep their wealth and land)  and there were much more Georgian Loyalist than Georgian Patriots. In 1779 after the Loss of Augusta to the Americans after the Battle of Kettle Creek, this battle was between a large loyalist force of 600-700 Loyalist Militia and 340–420 Patriot Militia (To me, this says that Georgia generally had more Loyalist), however the Patriots despite being outmanned won the battle, and forced the British to Retake Augusta.  Later that year, Fort Morris a fort in Georgia, would be retaken by the British, and the British would remain there until 1782, one year before the Treaty of Paris that ended the War was officially ratified and signed.
