The meaning of resource is the primary source/ stock/ supply of anything that satisfies one's needs or it is something that one uses to achieve an object. Mean, in this context can be defined as condition/ channel/ process/ way to attain a purpose. for example: car is a mean of transport. Hope this is helpful.

They could be used interchangably, but not in every case. Let me explain

Explanation:

Resource: This word sounds like the natural place where things come from. Like gold, silver, iron, rice etc. They sound more infinite to me.

Means: This word sounds more like how you manage to get something done. Like transport, money etc.

Now. While money is a means and a resource, transport isn't a resource. It doesn't come from anywhere, it enables us to move around.

Rice is a resource but it isn't a means to anything. To evade hunger if you want to be really creative :P

They can be used interchangably in some cases, but they don't mean the same thing. They have similar meanings.
