"Nepal still has not been able to protect child rights completely." What might be the problems?​

I think that the answers may vary and that it has to do with alot of famine in some places in nepal that lots of people cant get to or cant help so thats why kids who dont know about school will rather be working at a young age to gather money for there family to eat or in another case they will be forced to work
