Johnson's Plan Amnesty would be granted to those taking a loyalty oath. No amnesty would be available to high-level Confederate officials and or people owning property valued at more than $20,000. However, any former Confederate could apply for a presidential pardon to restore all rights as a US citizen. The pardon would also allow the person to hold political office. • Fifty percent of registered voters within a state had to take the oath of loyalty to rejoin the Union. A Southern state needed to ratify the Thirteenth Amendment before being allowed to rejoin the Union.
