What is the mechanism through which a state makes and enforces its policies?

The projects and activities that a state develops are managed through the government and the public administration. In general, they are actions, regulatory measures, expenditure planning promulgated by the state entity to meet the needs of society. Public policies are government actions with public interest objectives that arise from decisions based on a process of diagnosis and feasibility analysis, for effective attention to specific public problems, where citizens participate in the definition of problems and solutions.
