If the usa adopted and maintained a policy of minimal control of co2 emissions, what level would we expect its emissions to be in 2020?

I believe the answer is: 2716 MMT
Policy of minimal control would require little regulations to influence the production of CO2 that a country required for a certain period of time.
This situation make a lot of companies feel that they can dump a lot of emission to the environment without facing many repercussion, which would increase world's emission level in the long run.
