How does the jobs and the person doing the job relate to the official above or below his rank?

Job titles are the official names or designations for the title of what you would call an employee who is performing a specific job. Job titles designate a particular role, in one specific position, that has a specific status. Each job functions at a specific level in the hierarchy of an organization on the company's organizational chart.

an informal structure in a bureaucracy would be something like so-called "office politics". where there's a formal structure set up for the organization, but then an informal subculture as well that has a way of organizing the bureaucracy further. this can be positive because it sets up an added degree of organization, albeit informal, within the bureaucracy.
