Many states, including Colorado, have an initiative process where citizens get to propose policy and vote on it. In Colorado, recreational marijuana was legalized through the initiative process. There is also a process where citizens vote on questions that are "referred" to them by the legislature. We often see tax questions "referred" to voters in Colorado because of the stipulation in the Taxpayers Bill of Rights (TABOR) that citizens will vote on tax increases. Should we allow these tools of initiative and referendum to be used at the national level? What are the potential positives and negatives of such tools?
