The need for government to help ensure security, order, and individual rights

Back to basics... every government should protect, provide for, and a government to provide the safety of law and order, protecting citizens. Regarding foreign threats, the government as a protector requires the ability to meet and treat with services that individuals cannot provide individually for themselves.
