Congress wasn't allowed the collect taxes, the states were. They also couldn't  regulate trade. I'm pretty sure that they also couldn't pass laws that applied to all states because different states had different laws. Therefore, by process of elimination, it's B due to the fact they were provided a national court system. I'm sorry if this is wrong :(
