Systematic racism refers to a government system/structure that create massive disadvantage for the people with a certain racial traits.

A strong Example of this would be United States during The Segregation period.

During that time, United States government created separate Public infrastructures (such as schools, bus, and hospitals) between white and black citizens.  But, the quality of the infrastructures allocated for black citizens were typically lower in quality. This caused a lot of damage for the black communities in the long run. For example, lower quality schools will make the students became less prepared to compete in their career when they graduated.
