A high literacy rate can create a high Gross Domestic Product (or; GDP), a high literacy rate also shows high Human Capital. Not all African countries follow the idea of a high literacy rate because it is not of high concern.

Explanation:

    The reason that many African Countries are unable to invest or find investing in a literacy rate unneeded or not of great need, requirements, or demand; is because that country may be poor and only invests in what they deem as essential, like producing product.

    That is the same reason why many governments in the Continent of Africa do not go through what many countries or people of other nations outside of Africa would/may deem necessary; which is pollution. Many African Nations and governments are not greatly concerned about pollution to the point where those government of those nations significantly act on stopping pollution, especially not at the expense of their nation's economic growth.

    'Stopping pollution' has very little reasons to be prevalent in Africa to many people's ideas/ideals, which shows that the significance of pollution is very similar to the significance of a high literacy rate, which is to show that many African governments to not show much concern for either idea/ideal.
