Since this is a opinion writing i can only explain by steps!

STEP 1:

start off by writing on a piece of paper about your character that you will build up, you can label your paper with words like, charistics, things my charecter wants to achieve, and several things about your character.

STEP 2:

Since you have to write about your character achieving he/her dreams you can first start off by writing about your character's life and how did that idea come in your character's mind also think about what your character wants to change about his/her life in a first person view or  third person (most recommended)

STEP 3: after you write about your character's life and what he/her wants to change about it start by writing the things your character is gonna do to make his/her dream achieved.

STEP 4:

Finish your essay or story with a conclusion and ending point by making your character finnaly achieving his or hers dream.
