From 1834-1835 both cholera and malaria were plaguing Texas and many settlers died as a result. However, the reforms that Stephen F. Austin had negotiated with Santa Anna were in progress which meant that the ban on U.S. immigration was lifted and the requirement to practice Catholicism was lifted. Texas was also permitted to have English as its official language and Santa Anna followed through with his promise to improve the postal system.
