If I answer in one line, I believe she can give you the best answer for this question (which I think will be of one line).

But if you can't directly ask her or is she isn't giving this answer, then this is what you can do:

Find out who is her best friend (or maybe you know her) or her best cousin sister and try to ask them that what's the reason behind this. If she tells you, then it's well and good but if she won't, then you have to know about her past experiences in relationships. I think the following reasons would be applicable in your case:

Maybe she had gone through a bad relationship in the past due to which she is thinking that what if the same will happen again.

Maybe she is liking someone other who is better than you (according to her) at some parameters.

Maybe she is from a conservative family due to which she is afraid and don't want to enter in this kind of stuff.

Maybe she is already dating someone and wants to be with him forever.

Maybe she knows something bad about you which isn't acceptable to her.

Maybe she is thinking that your love isn't true for her. If this is the reason, then it is your bottleneck which you have to fulfill.

in real life countries impose taxes, quotas, etc which is not so good for the economies.

this kind of commercial war between the usa and china is slowing down the growth of the whole world so we can say that it is a draw back of trade regulations. and the free trade agreements are benefits of trade regulations.
