This comic could be based on a few things. Lets take what you see. You see an Immigration desk where people are clearly standing in line for and then you see some people breaking out of line and running into the US.

The United States is one of the hardest countries to become a citizen in. There are a lot of hoops you need to go through just to get a 'green card' which does not make you a citizen but allows you to only work and live in the United States.

What I believe the basics of this comic is just that.  People wait and wait to become citizens the correct way to obtain the American Dream but some believe it is easier just to illegally cross. Unfortunitly this is not always the best choice of action.
