Bob, the manager, says to Sue, the new trainee, "c'mon out for drinks after work and we can talk about working to get you a good promotion." Sue doesn't want to, but figures she better go because it sounds like a promotion may depend on it. Bob never says "Come to my apartment with me to get a promotion", but after buying dinner and drinks for Sue, he asks her over to the apartment and she refuses. The next day, he is very cold and distant, and he won't talk to her when she asks about the promotion he talked about all during dinner. The next week, he promotes another woman whom Sue knows went to dinner with him and then over to his apartment. Is this unlawful quid pro quo sexual harassment?
