Imagine that California changed thelaw to allow youto redraw its congressional districts after this year’s census. What factors must you consider when redrawingthe districts? When redrawing districts, there are several factors that need to be considered in order to perform this job well. First, we need to pay attention to the population that will be found in each district. We also need to ensure that we do not manipulate the boundaries of the districts in a way that gives a particular party an unfair advantage. This is known as gerrymandering.

One of the lessons that we could use from the Supreme Court is that of Thornburg v. Gingles. In this case, it was established that district lines should not be redrawn with race as a consideration in mind.
