Explanation: A bill is a draft of a law, presented to a legislature for enactment. It is also defined as a proposed or projected law. Before a bill is enacted into law, it passes through various points wherein modifications can be made or blocked entirely. These points are referred to as veto points. They are points where a political right is able to disapprove of, and thereby stop, the process of a decision, a law etc. The more veto points there are, however, the more difficult it is to gain approval for a policy change.
