All thirteen colonies elected their delegates to represent them at continental congress.  It functioned as a government, issued paper currency, appointed ambassadors and raised a continental army through conscription and also appointed the generals to lead the army.  

The Second continental congress was called because the American revolutionary war had started on April 19,1775.  The battle of Lexington and Concord was the first military engagement between the colonialists and the British.

The colonies required an army to deal with the military threat of the British, so the Second continental congress was called.
