This is because the person has no fear of getting punishment for his deeds, He thinks that when he was able to escape first, then he will be able to escape again from the punishment of his crime. As a result, the criminal incidents keep on rising to an alarming situation for a country until serious steps are taken to punish the people accused of committing a crime.
