1. The needed military action should cease to be unjust in nature. It should not target the innocent citizens even if they are a hindrance in the action.

2. The use of force must be the only option left to use to resolve the problem.

3. There has to be a sound and strong political strategy that backs the plan of intervening in the issue as a third party.

4. The ultimate goals of the military action should be clearly stated so that the action could be ended as soon as the goal is achieved.

5. There should be a well devised procedure for the re-evaluation of the output of the action.
