Meetings of samoan village council, or fono, do not follow the rule of "one person, one vote," because
a. the samoans have no concept of democracy or representative government
b. the opinions of chiefs of higher status are worth more than those of chiefs below them
c. the high chief has final say in all matters relating to the village
d. village decisions can only be reached through the consensus of all present
