Explanation:

The X prize foundation it's a non-profit foundation whose mission is to radically change the world through technical advances. It gives high profit prizes to motivate everyone who's interested in participating to benefit humanity. It has several prizes in different areas of expertise (be it nature, space, etc) and, those who participate, could win a lot of money to keep funding said experiments or theories.  

an informal structure in a bureaucracy would be something like so-called "office politics". where there's a formal structure set up for the organization, but then an informal subculture as well that has a way of organizing the bureaucracy further. this can be positive because it sets up an added degree of organization, albeit informal, within the bureaucracy.
