The sense of initiative is the third stage of Erick Erickson's psycho-social development stage. At this stage, children start to initiate the activities with other children. This is the stage where children develop their sense of initiative if got a chance to prove themselves. Children feel secure when their parents help them out in an activity.  

Thus in the above statement, Two-year-old Julia develops a sense of initiative at this age. Her mother knows that her behavior is irritating but even she knows that this behavior will develop a sense of initiative in her.
