The world state is dependent on economy to run and maintain the people which it occupies, hence the economy needs constant financial input from the people living in it.

The idea here is that if you fix what ever that is broken there is no chance to go and buy new things . For example if your skirt is torn and you go and stitch it that means you will not be going to buy a new one in that way you are taking something away from the economy.
