Unfortunately the answer is most likely FALSE. 

Not all crimes can be investigated, some go undocumented. And there are other people such as forensics experts that look into these things. Plus FBI usually looks into some of this stuff and they technically aren't police. Furthermore there is that thing with phones and how they can't always be cracked because of the passwords. 

I might be wrong but i think this is correct. 

This is false because although the police is involved, this does does not mean that the crime is investigated.
