In the United States, levels of lawmaking have differences. Local levels include: local governments, or municipalities, include counties, parishes, cities, towns, and so on. Local laws, such as for rent, affect the citizens and property in that municipality only.

State legislators make laws, review, and remove laws the either agree/disagree with state constitutions.  

This is different from federal laws which are mandated country-wide. Federal laws pertain to: national defense, money, interstate commerce, and patents. Federal laws are made in Congress by: being introduced by a senator or representative, assigned to a committee, voted on, if passed on one body- it is then taken before the other, both chambers then vote on it and if passed it is sent to the President (who then approves it or vetoes it), Congress has the power to override the veto.
