How effective do you think johnson was after the failure of the impeachment process

Johnson was ineffective in implementing the reconstruction and later was impeached to violation of the Tenure Act but the impeachment trial failed to lack of votes.  Still his policies only made things worse for Black Americans as they continue to be oppressed in the South.
