What does the president do together with the state department

They negotiate treaties.  The Presidents usually meets with his cabinet members who advise and recommends actions to important issues.  This is especially true with negotiations with other countries.  They have to formulate policies that would acceptable and beneficial to both parties especially in crisis situations.
