Faster air means less pressure. Slower air means more pressure. As I blow over the paper, the air on the top is moving faster than the air on the bottom. According to Bernoulli's principle, this faster moving air on the top has a lower pressure than the non-moving air on the bottom. When the paper gets too high, it gets into the air stream which pushes it back down. So the answer would be A: Higher pressure, lower speed air is on the OUTSIDE of the balloon.
