Relative velocity is how fast, and in what direction, an object is moving relative something else, which could be an object or a point in space. You may be sitting at your desk and your velocity relative to the desk is zero, but relative to the axis of rotation of the Earth you are moving at hundreds of miles per hour as the Earth rotates. The direction of your velocity also keeps changing because you have uniform circular motion.

Average velocity is defined as displacement divided by the time the displacement took. Displacement is the change of position during its motion and is only dependent on the end points, meaning it is the vector between the starting and ending points and any motion in between them is irrelevant. It has little or nothing to do with how fast the object actually moved during its motion.
