Why would putting a metal skewer into a
potato decrease cooking time?

it will allow the potato to cook evenly because the metal skewer gets as hot as the water/heat your cooking/baking it in which will result in the potato being very  light and fluffy because your not over cooking the the outside of the potato while under cooking it in the inside.
