Why do you think that there are over twice as many volunteer firefighters? Some keep in good physical condition so that they can continue to serve as firefighters.
Some have other jobs and just want to help where they are needed.
Some do not need to be certified
They are often from smaller cities and they are committed to helping their communities be protected.
