i'm confused with this question. how can you solve for these chord lengths?

The answer is C
If the two chords intersect each other, that means that they must both be diameters. That means that JL + NL has to be equal to KL + ML. Because they are both diameters, they both have to be equal to each other. The only choice that satisfies this condition is C where both of the diameters are 16 in long.
