For the decimal you're supposed to put the point two spaces to the left. You get .65. And .65 is the same thing as 65/100. Since it's literally 65 out of 100

To convert a percentage to a decimal, you would remove the percent and move the decimal point two places to the left. 
65% = 0.65

To convert a percentage to a fraction, you would remove the percent and place the number over 1. Then, you would multiply the top and bottom by 10 for every number after the decimal point... And, finally, reduce it. 
65% = 65/100
65/100 = 13/20
