Congress passes a law requiring all 50 states to adhere to certain environmental regulations in an attempt to protect endangered species and vanishing habitats. 23 of the 50 states disagree with this new law citing that 1) it places an undue financial burden on them and 2) the species and habitats the law specifies for protection are not native to them.
